 | Georgia’s Post-Revolutionary Period Ends, Posing Challenges and Opportunities By Temuri Yakobashvili and Johanna Popjanevski (01/09/2008 issue of the CACI Analyst). The January 5 presidential elections vindicated Georgia’s democratic credentials. It brought Mikheil Saakashvili a second term in power, but one which will be distinctively different from his first. With Georgia’s post-revolutionary period coming to an end, parliamentary elections this spring are certain to yield a much more diverse and contested political scene. This political scene is intensely polarized and subjected to both external and asymmetric threats, posing substantial challenges for the consolidation of Georgian democracy and stability.

 | Anti-Revolutionary Measures of the Post-Soviet Regimes The GFSIS is pleased to e-publish a paper by Mikheil Kechaqmadze, an external scholar at the Foundation, entitled “Anti-Revolutionary Measures of the Post-Soviet Regimes.” Mr Kechaqmadze, who holds a B.A. in English and a M.A. in Political Science, researches and writes extensively on the process of democratisation in the post-Soviet region.
From the introduction: In 2000-05, four post-Soviet leaders—Milosevic (Serbia, 2000), Shevardnadze (Georgia, 2003), Kuchma (Ukraine, 2004) and Akaev (Kyrgyzstan, 2005)—found themselves stripped of power as a result of a new political phenomenon, the electoral revolution. Surprisingly, in the mostly anarchical political world based upon sheer power and force, non-violent protests successfully overpowered the formidable tools available at the (semi)-authoritarian regimes’ disposal. In the enigma of the modern world, the roses have replaced guns and street demonstrations have replaced street fighting. |

 | Can Georgia Join NATO Without Solving the Conflicts in Abkhazia and South Ossetia Temuri Yakobashvili, Executive Vice-President, and Jonathan Kulick, Director of Studies, have contributed a paper to the German Marshall Fund’s new publication series on the wider Black Sea region. The series appears in advance of next week’s launch in Bucharest of the GMF’s Black Sea Trust for Regional Co-operation. Other contributors include Ronald D. Asmus, Fyodor Lukyanov, Jörg Himmelreich, Fariz Ismailzade, Ivan Krastev, F. Stephen Larrabee and Ilgar Mammadov on the regional challenges and opportunities faced by the West and others. |

The EU is planning to become actively involved in the resolution of the Georgian-Abkhazian and the Georgian-Ossetian conflicts and to step up its role in this process. Peter Semneby, the EU special representative for the South Caucasus, has prepared a 15-step plan regarding the aforementioned question and he will present it for the organization's consideration 27 March. Semneby has already presented this plan to diplomats from the EU member states. |
