The Dynamics of “Frozen Tension” – Case of Javakheti

The paper aims to explain the dynamics of center-periphery relations in Georgia based on the example of Southern Georgian province of Javakheti. It shows how these relations contribute to the existing “frozen tension” – a long-term, stable equilibrium of conflicting forces, and explores what the effects of these dynamics are on the state-building process in Georgia.
