GFSIS Team
Dr. K. Gogolashvili is a Director of EU Studies at the GFSIS.
Born in Tbilisi, Georgia, in 1957, he has got academic degrees in economics (Tbilisi State University, 1980), journalism (Georgian Technical University, 1980) and international relations (Diplomatic School of Madrid, Spain, 1994). His professional background includes working at academic institutions and in Foreign Service. He has an expertise in developing business games and case studies for Economics and Business Administration courses. He administered training and retraining of the high level public servants.
From 1990 he worked in the Ministry of Foreign Affairs of Georgia and was in charge of the Department of International Economic Relations. He was engaged in the establishment of Georgia's relations with IMF, WB, EBRD and WTO.
From 1994 to 1996 Dr. Gogolashvili was engaged in official negotiations on Partnership and Cooperation Agreement between Georgia and European Communities. For the subsequent four years (1996-2000) he worked at the Mission of Georgia to the EU as a counsellor and later as a Deputy Chief of Mission. He provided Georgian government with reports, which served as a source for important political decisions.
As a Director of the Department of EU Relations at the Ministry of Foreign Affairs of Georgia, Dr. Gogolashvili, initiated establishment of a governmental Commission on PCA Implementation (2000) and during the following year he was a Secretary of that Commission. While working at the Georgian Mission in Brussels, as well as at MFA in Tbilisi, he actively participated in political consultations between EU and Georgia. As a result of these consultations EU made decisions about providing technical and financial assistance to Georgia.
In 1999-2000 Dr. Gogolashvili held a position of a Secretary of the EU-Georgia Cooperation Council. In 2001 he chaired EU-Georgia Subcommittee on Trade and Legal Issues. Throughout the years he was actively engaged in organizing and holding official meetings between Georgia and EU on the high, as well as, on ministerial levels. He holds a diplomatic rank of Minister-Counsellor.
For the last three years Dr. Gogolashvili has been working as an expert in EU-funded projects. He worked in three EC supported projects on Economic Growth and Poverty Reduction Strategy. He was a Deputy Team Leader and in absence of the European Expert was in charge of the project activities in Georgia. During this period he continued to work on issues related to the EU integration and EU-Georgia relations. He published a number of papers and actively participated in conferences and seminars.
From 2005 untill 2010 Kakha Gogolashvili was Georgian director of the GEPLAC.
