Enhancing Capacity of Ethnic Civil Society Groups to Actively Participate in Pubic Policy Debate Program

The program will run for two years and aims to empower integration processes in Georgia through development of democracy and good governance in ethnic minority regions of the country and involving minority communities into the decision-making process. The program activities consisting of capacity building, policy formulation and public debates will be carried out with the participation of local community representatives in Kvemo Kartli and Samtskhe-Javakheti.

The Delegation of students of the faculty of Humanities from Tallinn University of Technology visited GFSIS on 29 January, 2009. President of GFSIS, Dr. Alexander Rondeli briefly described the history of GFSIS creation, provided information on the projects successfully completed by GFSIS. He also spoke on the future planes and answered the audience questions, the most of them related to the current political and economic situation in Georgia. The GFSIS conferred diplomas to the 23 graduates of the Public Policy Knowledge Network (PPKN) Fellow training programme on November 19th, 2008. The project managed jointly by the Foundation and the Canadian Bureau for International Education (CBIE) with funding from the Canadian International Development Agency (CIDA), aimed at building capacity within the Government of Georgia and at schools of public administration in the South Caucasus in order to meet global standards and best practices in public administration and has been one of the key areas of work within the Foundation's training activities.

The project "Training of Political Party Staff" was officially opened on 14 November, 2008. The three year-long training program, funded by the Embassy of the United Kingdom and Ireland in Tbilisi will implemented by the GFSIS and aims to strengthen the political party culture in Georgia through training of its representatives in the subjects such as political sociology, political systems and ideologies, data analysis, international relations, constitutionalism and legal framework, etc.

On November 6, 2008 Yves Sandoz, from the University of Geneva, gave a talk on "International Humanitarian Law and the Challenges of the 21st Century." Prof. Sandoz, who served with the ICRC for many years, addressed universal concerns about the behavior of combatants and the treatment of prisoners and noncombatants. New technologies and the emergence of nonstate actors as adversaries do not change the principles of international humanitarian law, but make its interpretation and uniform application more difficult, Prof. Sandoz argued.

The Second seminar in the framework of Civil Society Leadership Network in Ukraine, Moldova and the Southern Caucasus program financed by the EU and the Council of Europe took place at the GFSIS on 15 - 19 October 2008. 28 NGO representatives from Azerbaijan, Armenia, Georgia, Moldova and Ukraine participated in the trainings, discussions and other activities envisaged by the Agenda.
